Message sent to Verizon Wireless about google voice app incurring minutes using WiFi

Side issue: I am logged in to my account yet I must enter ALL my info to send a message. Is this a way to discourage messages?

I have the Motorola Droid running Android 2.0. I loaded the google voice app. When I call with the google voice app using the Verizon Wireless 3G network I get charged minutes. OK, that makes some sense.

However, I also get charged when I call with the google voice app using a WiFi connection. This does not make sense. Here is a recent example that caught my attention:

That phone number is used by the google voice app for all my outgoing calls.

I should NOT be charged voice minutes against my plan of 450 voice minutes per month when I call with the google voice app using a WiFi connection.
