Message sent to Verizon Wireless about google voice app incurring minutes using WiFi

Side issue: I am logged in to my account yet I must enter ALL my info to send a message. Is this a way to discourage messages?

I have the Motorola Droid running Android 2.0. I loaded the google voice app. When I call with the google voice app using the Verizon Wireless 3G network I get charged minutes. OK, that makes some sense.

However, I also get charged when I call with the google voice app using a WiFi connection. This does not make sense. Here is a recent example that caught my attention:

That phone number is used by the google voice app for all my outgoing calls.

I should NOT be charged voice minutes against my plan of 450 voice minutes per month when I call with the google voice app using a WiFi connection.

Google Voice is not VOIP, and so does not rely on wifi or the 3G network, for the most part. It works by having Google route your call, which goes over the regular phone system. When you dial a number through Google Voice, the application dials an access number, which goes over the regular phone system.
